A question regarding the requirement to advertise leasing.

If for example a local authority has purchased equipment such as vehicles under a framework or OJEU tendered restricted procucdure to the value of £250,000 and then subsequently decides to arrange an operating lease to fund that acquisistion, would that leasing facility need to be advertised in the OJEU? To clarify the equipment has not been supplied under a rental/lease arrangement.

I am getting mixed opinions on this - my view is that the equipment has been procured in accordance with OJEU supplies regulations. The lease facility is merely a means of financing that equipment i.e a finance facility.

Can someone please shed some light on this?.
