How can we determine which procedure we need to chose in order to select the best supplier? Do we always have to search for the lowest price? Are there other options to use?

Whilst MEAT (Most Economically Advantageous Tender) - or the cheapest is the most commonly used criteria, bidders - provided they have indicated on thier Tender Documents, can set a list of weighted criteria that they will award against. I have found this to be extremely useful as when conducting whole life costings analysis, the cheapest purchase price option does not necessarily work out as the cheapest when ongoing mainyenance is included. Additionally, unless you are the end user, you may find that the cheapest option might not always meet the operational or organisational needs of your organisation.
